Thanks; I read it as only allowing “State Active Duty” without Federal approval. Both Title 10 and Title 32 required SECDEF or Presidential approval as I read it.

Good news for the soldiers is that SAD pays the same. Full pay and benefits. Including appropriate allowances.
They can perform LEO functions on order of the gov without violating PC in SAD or T32. T10 assumes DOD control, so in that status PC applies.
I will assume some of the time lag is to allow for volunteers and mobilization. Remember a lot of these folks make more in their “day jobs”, so volunteers are often solicited first so as not to unduly burden the soldiers and their families. Even for those ordered to duty it gives them time to prep families and employers.
