Is Jersey City having a drought?
No drought, any roadway flooding on Rt 440, under train bridges etc will need barrels placed in empty lots and on the side of the road. Fulop running for NJ Gov in 3 years? He got exposure last week in how he handled a crisis so well.
Probably need the revenues.

A lot of the environmental movement is designed to just get Americans accustomed to the idea that our standard of living from the past is gone forever. People now have to get used to small cars, less food in general (under the guise of fitness) - with a focus on basics, smaller living spaces, smaller families, etc.
Homes in Bermuda all collect rainwater for irrigation and flushing.
Followed closely by 2016's mega-cool Jersey City Malaria Treatment Initiative

Just that there is precedent. Bermuda is not in low earth orbit, but it holds little fresh water, and has to make best use of what it has. Rainwater capture is hardly novel.
