"Stray" doesn't fit the definition - if the shooter was firing in a different direction and had a group going, then this might be a "stray" bullet - I guess it's the easier and kinder way to treat minority gangbangers - blame it on the bullet going "astray".

Shootings by stray bullets don’t count - it’s all about intent. Besides, how can anyone dumb enough to shoot their gun while holding it sideways be held accountable?
How 'bout: "A 10-year-old girl was shot in the head and critically injured by a stray & feral black who fired a bullet into her home. ??
