Any non-portable AA missile system can reach the altitude needed to shoot down an airliner. The Berkut is the crappiest non-portable system fielded by the Russians.
Well, it doesn't have to be great to shoot fish in a barrel, so to speak. I mean, it's not like the airliner was blowing chaff, jinxing and deploying ECM.
