Keep in mind that this also benefits Republicans and conservatives. By stuffing all the diversity voters into one or two strongly Dem districts, they end up creating 4-5 surrounding moderately-R districts that usually elect Republicans (whether conservative or not is another matter).
IIRC, this Florida redistricting map actually hurt Tea Partier/conservative candidates, so shooting it down might not be such a bad thing...?
