This may be a dumb question.
But, does anyone know why these protests are happening on overpasses or on highways??
Do they mean the side of the highway or ON the highway?
I am confused.

Overpasses for America is one of the groups supporting this effort. Typically, they hang banners off the side of the bridges above highways. They’re usually standing on the overpass itself but not in the middle of the road.
One main thing is that you get more exposure to many more people being on a travel
highway as opposed to standing on a street corner.
