County judges in Texas are really county administrators. They are NOT judges. It's an arcane holdover from reconstruction and the carpetbaggers.

County judges can act as judges...not in criminal cases but if they spend a certain amount of time judging, they even get paid by the state.

I don't remember the details but we had one who was milking it for all it was worth.
