If treason is a capital offense, so should voter fraud carry the same penalty. They both undermine the very structure and trust of the power of government.
As founded, this Republic had we the people as the sovereigns. Vote fraud is a crime against your individual sovereignty and is thus treason, not to mention treachery and deserving of the death penalty. But we no longer have a Republic.
