Long, long ago, the LORD GOD instructed the Israelites to utterly destroy certain groups of Philistines and Canaanites. In other words, wipe out the DNA of that vermin. It has always been man’s sinful proclivity to disobey the LORD. Their disobedience has come back on them a hundredfold.

If Israel knew where the kidnappers parents lived, would sending a rocket attack on that house be out of favor because the parents are not terrorists?
