Do you break the law if you agree to do something for money then don’t get paid? Is getting stiffed the same as changing your mind?
It’s like buying a hooker. The hooker hasn’t broken the law if she performs for free. Money has to exchange hands. Right? I don’t have experience.

Doesn't he realize he broke the law (if he did this)?From the article, he was convinced McDaniels was a racist and thus he used an 'ends justify the means' rationale to break the law. The old 'greater good' play. Afterward, he learned he was duped as well as stiffed. Further, he had voted Republican before so there was likely feelings of guilt.
Besides, confession is good for the soul.
