Other third world cities have thriving small businesses due to relatively few regulations. I am thinking of Latin America, where the streets are commonly filled with vendors and tradespeople of all sorts.

If Detroit allowed folks to sell goods and services without going through a regulatory nightmare, the problem could be largely solved.

Yep. Detroit is the only major city in the country that doesn't allow street vendors downtown. Street vendors would make money downtown and then take it back to their neighborhoods and spend it there in a neighborhood bakery or something.

I just read a couple of weeks ago that someone stepped in to help Greedy Greg get permits and financing for a popup restaurant downtown.
