The problem with what you wrote is that there wasn’t a DEM runoff on 6/24 - only a Republican one. This page clearly shows a DEM voter - voting on 6/24 in the REP runoff? Understand? It means these people are registered DEMS voting in the REP runoff - not voting DEM on 6/24.

And the problem with what you wrote is that Mississippi has an open primary. If (turning out to be a big “if”, but if) a DEM voter chose to vote in the GOP primary on June 3rd, then that voter was entitled to vote in the runoff election.
It does appear, however, that there is a record of who voted DEM and who voted GOP on June 3rd.
Another Note: The Dem Poll Book being shown in the photo isn’t necessarily that record, since it appears to just record whether a person voted. From what Black Agnes wrote (post #277) the records do exist, however.
