It would need to be somebody with fighter aircraft, wouldn’t it? That sort of narrows it down. And if it wasn’t us, does it matter?
My thoughts - could Israel have convinced Syria to look the other way, just this once? Enemy of my enemy and whatnot? The “uncertainty” on the US’s part is either genuine (Israel may not have let us in on this) or convenient.
