Why in the world do these governmental agencies give bonuses? They don’t have any competition.

And they’re not for profit. Any “extra” money should be poured into whetever public “service” the government entity provides or chopped from the budget.

Can’t speak to this specific case but it is an old government trick to disguise actual compensation compared to “paper” compensation. I recall a case where a teacher’s union cried poverty and criminally low pay for the teachers but it didn’t count the thousands of dollars of “bonuses” paid for a simple act such as showing up on a particular day. This could be the same situation.

OTOH, paying premium for doing a job they were hired for is becoming all too common in this country.
