John Mica talking to his friend John Koskinen. Softening him up, but then compares situation to 18 1/2 minute gap in Watergate.

Mica, still calling him John, says his March testimony doesn't match with what he was told in February.

Asks about email back-up contractor. Koskinen says emails backed up by that company have been searched.

Mica doesn't seem to understand what the purpose of the software contractor was. The idea that they would be holding emails is laughable.

We need more IT questions and how the backup systems work. Emails are official correspondence. They must be retained by law. I worked for 36 years in the federal government. Backups are done daily. Network servers are backed-uped daily and sent off-site to be archived. This is done in case a catastrophic event happens.

If IRS is following federal law on records retention, those emails exist somewhere. If they haven't been following the law, then heads should roll.
