Did I just hear this Koskinen fellow ADMIT that they decided, two years ago..., to start deleting email records OFF THE SERVER because they didn’t have enough space?

Koskinen provided an "it depends on what the meaning of is, is" moment. He promised to provide all the emails that he had. He couldn't provide those that were missing. LOL. No wonder Issa has lost patience with him.
