It can succeed only if those looking for the emails are incompetent. The emails had to have been transmitted to a recipient. There’s one place to look. The emails would have had to transit at least one server. There’s another place to look. The federal records laws require hard copy. There’s another place to look.
Start subpoenaing IRS IT people. Put them under oath. Break the IT people and they’ll roll on the political cockroaches.
So did the hard drives of all the email recipients crash as well?
Now, folks should swamp congressional phone lines to call for the abolition of the IRS all together.
This un-American agency should never ever again be allowed to strong arm another American citizen.
If they haven't yet they will soon, six months ago.
Any large organization has multiple backups of e-mails, etc on different servers, but the Republicans are instead giving the Dem's cover for CRIMINAL ACTIVITY.
This will go nowhere ,The Criminals are in Charge and if the Tea Party lawyers go after all the agencies Lerner sent emails to , hard drives at each one will also be destroyed

I have knowledge directly from someone who was a congressional staffer just how technologically clueless these dolts can be. But you’d think they would have staffers with such a clue.
