Democrats wanted to increase the amount of money “loaned” to students. Republicans wanted to keep the interest charged to students the same.

So there is a difference. The GOP blocked the democratic move to give hundreds of thousands of students a ridiculous break which would have cost taxpayers more. Wouldn't have happened with Pelosi in charge.
