No. Citizenship at birth is conferred either by location of birth or by blood. His was conferred by blood. The result: he was born a citizen.

Any legislation in terms of paperwork is based on recognizing what IS. A consular report of birth abroad is no different than any citizen at birth getting a birth certificate.
My comment was based on your remark that Obama, had he been born out of the US, would not have been a US citizen. That's what I found "confusing," if you will. There is no "how old your mother was" line in the constitution, that qualification appears in a statute.
