OK, ONLY the President may have the power to do this and not be bound by the law under a liberal reading of Executive Powers. NO WHERE in Article 2 does it say anything about the Sec of Defense (War) having the same powers of the President. So, Hagel violated the law according to his exhaulted mystic ruler’s latest deflection.
