You can vote, but you can’t comment unless you are enrolled in one of the gov’t data collection sites (Facebook, Twitter, Instagram, etc.).
Well I did vote despite not being able to leave a comment. When I did it was still 71% against with 19k+ votes. Probably meaningless in any case.
