But there’d be endless caterwauling from their aunts and grandmas, or whoever they’re staying with at the moment, how they were really good boys and were just turning their lives around.

Seriously, for the PD to tell people to “obey their instructions” is only enabling these thugs.
Better advice: Arm yourself in case you find yourself in a situation where your life is in danger. Co-operating with thugs is no guarantee that they won’t beat the tar out of you, or even kill you.
At minimum, I carry a 4” folding knife with a really nasty serrated edge that rips flesh open. No clean cutting razor edge for me.
At other times, although illegal in Kalifornia, I will carry a Beretta 92 with 15 CorBons or HydraShoks + 1 in the pipe.
Distract them. Throw them your wallet or phone. That half a second is all you need...
