Does the fire code not require that people be able to exit a building at all times?
I can think of some places that you can’t exit a building at all times.

Not too sure about that. I remember back in the 70s stopping in a jewelry store in Chicago. Just walked in, o big deal. Behind the counter with the owner was an aggressive doberman that gave me the heebe jeebeez. I could not get out until the owner buzzed me out.
