silly me, I thought the constitution restricted the levying of taxes to laws originating in the House of Representatives, passed by the house and senate and signed by the President. This Congress decided that since this president is the smartest human ever to exist, that he should be able to just go ahead and do whatever he wants.
Besides, it would be racist to object.
