Depends on which “Asian” you are talking about.
Indians have darker skin on average than Chinese or Koreans. Filipinos are in between.
Indians are Caucasians.
Chinese, Koreans and other East Asians are on the other side of the Himalayan divide, which separate the two wholly distinct population groups.
Filipinos are a highly intermixed people, which includes not only Spanish/Arab admixture from the Age of Exploration (most have Spanish surnames), but an underlying Negrito component descended from the first humans on the islands, with lots of influence from mainland China, as well as Polynesia.

I didn’t mean skin color when I said they “kind of are” white. I was referring to cultural attitudes and that Asians (both East & South Asians) don’t expect or want any kind of special treatment such as “affirmative action”. And I suspect that most of “Silicon Valley” feels the same way.
There are plenty of very dark Filipinos in the Philippines, the lighter skinned tend to be more middle class and that’s who disproportionately comes here. Very few from ghetto get here because they can’t meet the self-sufficiency requirements and their families aren’t here for similar reasons.
There’s a lot of raw racism in Asia.
