Back in the mid 90’s, they routinely used speed traps in this area and there were a few uniformed nuts who would walk out on the highway (where cars were driving 70+) and point cars over to the side. All the people who stopped got tickets, I never stopped.

In the mid '80s I was sent down to Venezuela and learned there were five levels of police, ranging from the guys with AR-16s down to the Brown Shirts. The BS stood by the sides of the highway (saw 'em myself) and waved you over. If you did, they gave you an "instant fine". We were told to look straight ahead and ignore them - most everybody did.
