We already have this for the Indians..............hello, I have always said we are all equal under the lawyer except the Indians..............I don’t know why the separate but equal is wrong doesn’t apply to them but it doesn’t

That’s pretty much what this is. An Indian reservation without most of the physical boundaries. It sort of works with reservations because they are semi-sovereign territory, being the remnants of conquered independent nations. How this will work without the territory part is unknown. Possibly very badly.
Arguably the US did do a nasty on the Hawaiians, given that the US grabbed their islands without most of the natives having a say in the matter, and probably against their will at the time. And then foreigners rushed in making them a minority in their own land. Similar to the complaint a lot of conservatives have with unrestricted immigration. Think California.
