18 Republicans, 12 Democrats. Lt. Gov picks the Chairmen.

And Dewhurst selected Dems for some of the chairmanships.

Not sure what you mean by “control”. The Lt Govenor is the president of the Senate. There are 19 Republicans to 12 Democrats.
