Well, as far as “reparations” go, the Indian casinos could be considered as a type of reparation. Some tribes are doing very well due to the casinos.
Can we do the same thing with the ghetto? Take the south side of Chicago, for example, and allow black owned casinos?
Theoretically that could work, however, people would have to get over their fear of going down to the south side. As of now, people fear for their personal safety going there. Overcoming that just to do legal gambling might be a bridge too far.
Not a bad idea though.
