They have wide latitude, but they cannot do “as they see fit” It must be representative of the people, in other words republican. Having the state legislature vote vote among themselves, appointing a committee of citizens from that state, a popular vote of the citizenry, etc. These place the vote within the state, as it must be. Allowing other states to decide does not represent the will of that state’s voters.

The main criterion for how to evaluate the merits of any voting system is how it deals with concerted efforts by insiders to defraud the system—because that’s what any voting system has to deal with as a practical matter. That is one of the main reasons why the electoral college exists. Under the current scheme, it doesn’t matter if LA or NYC report 125% voter turnout—local fraud cannot sway a national election. Switch to a national popular vote and that’s exactly what to expect.
Why, oh why do We, the People have any compelling reasons to vote for any Doormat Republicans, or Obama Democrats who have promised to advance Obamas Agenda to Fundamentally transform the United States of America by increasing the number of undocumented Democrat voters who are Illegal Alien Invaders from Mexico?
We, the People have seen our Federal Politicians in the Republican and Democrat Party enable Obama, for over five years, to bring great harm to the United States of America.
Those, in both political parties, who cant stand America, stand against We, the People.

I couldn’t quite get the logic, but they were saying that with the current system - the Constitutional one - the politicians didn’t even come to states like NY to stump because they either knew they had the lock (dems) or knew it was a waste of time and money (reps).
Sooooo therefore, if we had a popular vote then both sides would be on equal footing and would spend lots more money in each state trying to win the hearts of the populace.
Yep, it’s that simple. The way to suddenly put your party in play in a hostile state is to run around cascading cash. Once you do that, you will have an equal chance in a popular vote.

Seems pretty clear to me that the Dems are going to have to get this adopted by enough states AND get it approved both houses of Congress before it can be binding.
