It could be a 'chicken and egg' thing.... If you're smart you tend to think 'being smart' is important. If you're charming you judge people are how socially graceful they are... and in both cases you would choose to help your children become more of 'what was important'...

What matters is what traits cause you to become part of the current dominant class. If the smartest people come to rule, then smartness is important. If the most skilled swordsmen rule, then athletic ability is important.

Because the ruling class defines importance on its own terms.
