This is really sad because these candidates put a lot of money and effort into the program and are then disqualified because of a BS demographics policy.

Federal hiring is pretty f'd up to begin with. I've never seen an organization that puts most of the emphasis on an application they make little effort to vet and make the interview a check in the block. The net result is that you end up with some good workers, some okay workers and then "OMG, where did they get this guy" workers. I work for an agency that hired a guy that had been fired in the Navy for the primary skill he was hired for in federal service. Needless to say, he has been a real problem. They hired another guy that failed his interview process. He never got to the third part of the interview because he was so bad. He was eventually terminated.

A while back, actually several years back, Thomas Sowell did a column on the guy who beat out Bakke for a spot in Med School which resulted in the lawsuit. The guy killed more people than father time until the State of California pulled his license to practice medicine.
