Cyclodextrin probably isn’t as ‘effective’ as the sweetener in the gummy bears.
I know someone who eats 3 or 4 of those every day for therapeutic purposes. Ditched a very expensive prescription drug for that purpose too.

For starters, the prohibitions against having alcoholic beverages in public (such as at the beach or just walking down the street). Now everybody toting around bottled water is going to be under suspicion because all you have to do is pour one of those powder packets into it to make it an alcoholic drink.
Mark my words, people with water bottles are going to start coming under the scrutiny of law enforcement and they will be equipped with electronic devices that test the alcohol content of said water.
