Paul cited some odd examples of how the Endangered Species Act has been enforced in his home state of Kentucky.

“Nobody in Washington really knows anything about ranching or grazing cattle,” said Paul, adding that he proposed a bill last year in the Senate that would give states more control over land and the preservation of species.
