And if Ranchers, miners, etc, are not allowed on the land, why is the BLM now pushing for solar development on it?

The protesters did not point their weapons at anybody. The BLM pointed automatic weapons at the peaceful protesters and had shoot to kill orders on anyone who approached the cows.
