If the Koi are on the surface, near the edges, where it can grab them, yes. But foxes/raccoons *usually* aren’t swimmers or divers, and Koi can get to the bottom quickly. How deep is the pond?

At the shallow end it's 2' deep and 4' at the deep end. If foxes don't swim it would be hard for them to get at them.
