Right now There isn't huge numbers of them in the towns and Ukraine can just use their armor, etc and just bottle them up,and keep out anymore.Until elections, which putin wants to disrupt by inviting an attack, which would kill some civilian shields.That would really harm elections giving putin excuse to move in.
