I don’t understand how you can keep changing the rules on a citizen until eventually he loses everything. That was their land, they used it without problems until the government decided to charge a fee, they paid the fee until the government stopped providing value for that fee. We could raise the million overnight to pay that but I think this needs to be clarified as to who owns the land, what departments are authorized to use lethal force to collect grazing fees, and what the true story is on the land use to mitigate the land used for a solar plant.
