The BLM began mandating that Cliven agree to limit his herds to a number well below what he needed just to survive or he could not make payments to them -and that is why no payments occurred, so your argument is irrelevant on its face. Add to that the fact that he has paid all his county and state taxes for all this time and you are proven even more the clintonesque liberal.
