No, this about someone who wants to graze his cattle for free and stopped paying for it 20 years

Not true... He opted out of BLM range management years ago...and has paid all relevant state taxes.

Info on a previous thread from a Nevada rancher who knows the details.

BLM is supposed to manage the range area...roads...water...etc.
