rescuing hostages and fighting terrorism is what needs to be done with occupied buildings. Somehow I doubt that any commander can refuse lawful orders and not face consequences. On the other hand, RT consistently lies. I call BS. As usual.

Most likely..
But, the buildings are still occupied, and the deadline is long past. The initial reports of refusal didn’t come from RT, but from numerous Twitters in the area. RT was about two hours late to the game.

How do you resolve this?
