It makes absolutely no difference whatsoever who is sponsoring the bill, because the subject matter is the uncomplicated application of international law for some very serious diplomatic purposes that have repercussions in every territorial dispute and every challenge of a nation’s soveriegnty and territorial integrity around the world.
