Everyone in that part of Ukraine speaks Russian. That is not the delineating factor. Actual ethnic Russians comprise 10% of that of the population in that area. Putin is doing everything possible to provoke a violent response to the takeover of the government buildings by his rent-a-mobs. He needs bloodshed to justify an invasion into Ukraine.
