The rancher is the source of the problem here.

The land he is grazing his cattle on is not his land, it belongs to the federal government. Since he is refusing to pay the grazing fees (which he did at one time), he is squatting on federal lands.

Apparently, the federal government owns EVERYTHING, including the rights to free speech. This is the fenced area that the ranchers can protest in. (Source KLAS TV)
