By saying she is thinking about running - she is keeping the door open for donations. I’m not sure what the rules on donations are - if she doesn’t run, does she have to return the funds? Didn’t she get into some sort of trouble with her 2008 run - something about loans to her funds? Its all a money grab at this point - that’s what difference it makes.
