Of course it does. Terri was being tortured and murdered. There was time to rescue her, just as if she had been in a burning building. I.e., she wasnt killed suddenly. Jeb stood aside for days and days while she was dehydrated. IIRC ~ more like weeks and weeks

It’s true that Jeb asked OTHERS to save Terri’s life.
It’s when they refused to do so that he became a murderer. He asked others to save Terri, but when it was finally up to HIM, he chickened out.
