So all told, we have a $47 billion operational account and an $8.7 billion Overseas Contingency Operations account.

But let me just quickly walk you through this, because on this issue of our $8.7 billion Overseas Contingency Operations, we have the strongest support from Secretary Gates, from Admiral Mullen. And next week I was speaking with General Petraeus last night. He will be here on the Hill strongly supporting the civilian effort that goes hand-in-hand with what he is doing so heroically in Afghanistan. So we are funding vital civilian missions in Afghanistan, Pakistan, and Iraq with this $8.7 billion.

The article states that out of total Iraq war costs, I'm estimating $1 trillion, $2.1 billion lacked documentation. That is 0.2% of the war's cost. The Democrats raised holy hell about that.
The State Department budget requests for fiscal years 2009 and 2010 were $14.5 and $16.4 billion respectively. Let's say the State budget was $60 billion for the four years and one month from O's inauguration during which Clinton was Secretary.
The IG's report stated that $6 billion of contracts could not be documented over the past six years. That would include fourteen months under Kerry, forty-nine months under Clinton and four months under Condoleezza Rice. I cannot believe that anything less of 100% of the $6 billion is attributable to the Clinton incumbency.
This is $6B/$60B= 10% of the State budget during Clinton's incumbency, or fifty (50X) times the proportion of undocumented contracts for the Iraq war.
This has all the earmarks of theft.
