I understand the concerns of the police and parents.
If my child called me from there I’d likely tell them to stay put.
There is however a different feeling when the “Media/Police dept” tell people to “Shelter in place”
For me, it is a question of authority, I don’t like being told what to do and I don’t like it when other people are told what to do. Especially by police/government etc...
“Shelter in place” makes people feel helpless and that the “Authorities” will come to their aid.
I hate it.

Shelter in place is SOP with an active shooter. Security will go after anyone moving around. On military bases they will shoot first and sort things out later.
I agree with you regarding active duty, but there are lots of families, children, and civilian workers there also, who have no combat training.
