The man who drove a semi-truck onto Norfolk Naval Station before killing a sailor received his transportation worker credential within the past few months, a source close to the investigation said Friday.
The detail comes a day after the Navy identified Jeffrey Tyrone Savage as the man at the center of its investigation into the shooting aboard the guided missile destroyer Mahan on Monday.
Savage, 35, has a long criminal record, including convictions for selling drugs and manslaughter, but family members said they believed the man who grew up in Portsmouth had finally begun to turn his life around after years in and out of prison.
They pointed to Savage's marriage last year to a long-time girlfriend and his efforts over the past several months to start a new career as a commercial truck driver.

Savage would have had to pass a background check to receive the card, which allows unescorted access to secure ports and military installations. Manslaughter is not listed among the list of offenses that might disqualify someone from receiving the credential.

Sounds like a TWIC card (Transportation Worker Identity Card). Very secure and good background checks....I thought.

Pathetic at best and now on the base I’ve worked for 29 years NCACs or have to show 2 forms of ID at the gate. Another example of implementing something for the sake of saying you’re doing something.
This guy should definitely been caught on a background check but in the past we’ve had numerous illegals caught working on base.
Considering that you have to pay $160.00 and wait 8 weeks to get it, yeah you’d think so.

Well here's the list of disqualifications. Manslaughter is not listed but murder is. And drug trafficking.
Part A Permanent Disqualifying Offenses Conviction for one of the following felonies is disqualifying regardless of when it occurred, and the applicant is not eligible for a waiver. Espionage or conspiracy to commit espionage. Sedition, or conspiracy to commit sedition. Treason, or conspiracy to commit treason. A federal crime of terrorism as defined in 18 U.S.C. 2332b(g), or comparable State law, or conspiracy to commit such crime. Conviction for one of the following felonies is disqualifying regardless of when it occurred, and the applicant may apply for a waiver. A crime involving a transportation security incident. A transportation security incident is a security incident resulting in a significant loss of life, environmental damage, transportation system disruption, or economic disruption in a particular area, as defined in 46 U.S.C. 70101. The term "economic disruption" does not include a work stoppage or other employee-related action not related to terrorism and resulting from an employer-employee dispute. Improper transportation of a hazardous material under 49 U.S.C. 5124, or a State law that is comparable. Unlawful possession, use, sale, distribution, manufacture, purchase, receipt, transfer, shipping, transporting, import, export, storage of, or dealing in an explosive or explosive device. The applicant may apply for a waiver. I’m guessing he recently converted to “Islam”? He has “that look”...
Background checks don’t always detect bad apples; should have in this case tho. I know one of the systems they would have used and it should have picked up sufficient criminal history to have stopped him from getting the TWIC card if he had felony criminal history and were a security risk. Sounds to me like someone gave him a pass to get in; almost like it was pre-planned. Normally they would have flagged him (I would think unless there standards are almos non-existent).
If this guy received security clearance, think of all the other security risks around the nation who probably are holding security clearance cards. This is spooky and needs to be corrected pronto. Those in authority who have approved such, need to be removed and replaced by persons who have the interests of the USA at heart, and not the perps.
Why is it that they seem to turn their lives around to more serious crimes?
I’d like to know how he got his CDL. If you have a criminal background the CDL schools in our area wont train you.
So manslaughter doesn’t disqualify you, selling drugs doesn’t disqualify you, what does disqualify you?
Oh yeah, and why did he kill that guy?
