Hell is ultimately not unfair, if not for any other reason, because the occupants get just what they wished. They are blazing mad at God forever. Heaven, in the meantime, views them as a hilarious zoo of self made misfits.

Heaven does NOT view them as “a hilarious zoo “. Heaven is profoundly saddened at everyone who is lost.
Christ came to Earth to suffer for and redeem the lost. The tragedy is that they don’t have to be “lost” to eternal
damnation, it is their own free will choice to be condemned.
Unfortunately many never get the chance to learn about Jesus and that is a great tragedy. For those who have had the opportunity to learn about the Christ and then reject them are sentencing themselves to their own just punishment.
Jesus is reported to be appearing to many Moslems so even some who are denied the opportunity by Islam to learn about Jesus can be “saved”.
God is a God of love, mercy, and forgiveness and He is even willing to forgive the Moslem who in truth are earnestly seeking Him and His only begotten Son Jesus.
The bible doesn’t say what chance is given for the lost to be saved when they never had a chance to learn about Jesus and accept Him. The closest example we have is the lifelong thief who was crucified along with Jesus who admitted his sins and rightful punishment and asked Jesus to “remember” him. Jesus replied that that day the thief would be with Him in Heaven.
Another example is when Jesus died and went to Hell He is believed to have presented the lost who had not had an opportunity to learn of Him and accept Him the opportunity to do so.
It is never too late to accept Jesus if one is truly repentant and choses to accept Jesus as Lord and Savior.
